REDUCING TEENAGE PREGNANCY IN HOT SPOT AREAS

Base 51, together with Crime Concern and Nacro, was successful in tendering under the Neighbourhood Renewal Fund to manage the Teenage Pregnancy Quality Assurance work in each of the "HOT SPOT" areas of the City (Bestwood & Bulwell, Aspley & Bilborough and St Anns).

This work will build on the good practice and achievements of the Priority Action Teams (PATS) for each area, through 3 Teenage Pregnancy HOT SPOT Development Workers attached to each PAT (Bulwell & Bestwood to be merged). The team is supported by a full time administrator, who will also support the PATS and is managed by Janet Lewis (Chief Executive - Base 51) - Larry Waller - (Programme Manager - Crime Concern) and Dave Mulligan - (Family Centre Coordinator - Nacro).

The focus of the team will be coordinating the work of the PATS and delivering the Local Quality Standards for sexual health services, taken from the "You're Welcome" Department of Health document, updated March 2007 and the Mystery Shopper exercises carried out by young people (March 2004 and March 2006). They will also support local organisations to meet new Quality Standards for Relationships and Sex Education in Non School settings.

Base 51 as part of the Teenage Pregnancy Quality Standards Assurance work will be able to disseminate a range of resources to help professionals engage with young people locally. Resources include leaflets for young people and parents.

PAT (PRIORITY ACTION TEAM) NETWORKING EVENTS

3 events have taken place in Bulwell & Bestwood, St Annes and Aspley & Bilborough to celebrate the work achieved so far and to work towards developing and delivering Quality Standards. Service Directories for each area are now complete and available for download on the resources page. The Directories are the result of agencies in each of the areas coming together through the Priority Action Team's with the aim of improving services for young people and reducing unplanned pregnancies for under 19 year olds.

NOTTINGHAM CITY TEENAGE PREGNANCY HARDSHIP FUND

Aim of the Hardship Fund

To support the 2 Teenage Pregnancy Targets through the provision of ‘emergency’ funding for young people at risk of teenage pregnancy, pregnant young women and teenage parents (mums and dads) in need of immediate financial support.

Targets of the Teenage Pregnancy Strategy:

Reducing the rate of teenage conceptions (with the specific aim of reducing the rate of conceptions among under 18s by 55% by 2010)
Getting 60% of teenage mothers into education, training or employment by 2010, to reduce their risk of long term social exclusion

How can the Grant be Used? Examples include:

Travel/accommodation to access a Termination of Pregnancy
Expenses for a few nights within emergency accommodation
Cost of childcare (registered provision) to enable teenage parents to go to appointments e.g. re training, benefits etc
Transport to visit partners in prison for teenage parents
Basic supplies e.g. nappies, baby food etc for young parents fleeing violence

Criteria

Organisations working with young people and teenage parents in the city can apply on behalf of young people.
The applicant must live within the Nottingham City boundary including those living in temporary accommodation based in the city.
Young people under the age of 19 can apply with young fathers up to the age of 22 years being permitted to apply.
Applications to the fund must be made on the application forms developed by Base 51 with a signature requested for the key worker and where possible young person. Where possible the young person will sign on the day the application is made, otherwise they must sign the form by the end of the following week (to ensure follow up)
Applications must be completed prior to any of the Fund changing hands.
If funding cannot be given to the key worker within the timescale needed, there will be an expectation that their organisation will use their own funds until the Hardship Fund can be transferred to their organisations financial account.
Each key worker will be accountable for the Hardship Fund and will ensure that the young person is appropriately supported
The Base 51 Chief Executive and key Base 51 staff will make decisions for all applications under £25
A maximum of £50 can be applied for with exceptional cases exceeding this after a discussion with Irene Kakoullis/Judith Green
The fund will NOT provide expenses where provision is part of a mainstream service of e.g. work of Social Services, Sure Start Programmes etc
The fund will not be a substitute for existing grants and benefits e.g. the maternity grant, Care to Learn childcare grant, NHS costs for travel
Young people and their key worker will be asked to keep all receipts. These must be returned to Base 51 for auditing within a week of the fund being handed over. Failure to provide receipts will result in the organisation making the application being charged for the amount given.
